The Government of India has launched a Vehicle Scrappage Policy to address the problems of pollution, road safety, and a decline in the automotive industry. The goal of the policy is to get outdated and inefficient automobiles off the road. 

According to the requirements of the car scrappage policy, these obsolete automobiles will be destroyed. The strategy is essential for lowering emissions, recycling usable auto components to cut down on manufacturing costs, and increasing car sales. But, before the registration certificate  (RC) expires, the car owner has the choice to sell or transfer the vehicle to the neighboring state.

  7. The automobile will be physically inspected by the scrap dealer, who will then estimate the cost of scrapping the car depending on its weight. The scrap merchant will remove the automobile pieces and sort them into rubber, plastic, iron, etc. after reaching an arrangement.

Vehicle Scrappage Policy: What Is It?

On the roadways, older cars tend to produce 10-12% more pollution and pose a safety risk. On Indian highways today, there are a significant number of automobiles that are older than 15 years. All outdated cars must pass a fitness test before being re-registered under the Vehicle Scrappage Policy. 

The vehicle is designated as an End-of-Life Vehicle if it fails the test (ELV). According to the policy, commercial vehicles that are more than 15 years old and private vehicles that are more than 20 years old must be deregistered and demolished. To carry out this goal, the government is also concentrating on establishing fitness testing and scrapping centers. However, some states have their own fixed duration for scrapping vehicles.

RTO Rules: Scrapping Of Vehicle

  • Register your car for scrapping by getting in touch with a licensed scrap dealer.
  • Carry all original documentation, including the registration certificate (RC), fitness certificate, owner’s PAN card, AADHAR card, and address proof, when you take the automobile to the scrap yard. The dealer will examine the paperwork and confirm the records of automobiles reported stolen. As required by law, the scrap dealer must keep copies of every document.
  • After physically inspecting the car, the scrap dealer provides a price quotation. Depending on the condition of the parts, the car owner may try to lower the price. Vehicle components are removed and separated once a price has been agreed upon by both parties.
  • The junk dealer makes sure that nothing is released into the environment while removing all the gasses and oils from various pieces. Before the car is shipped for dismantling and recycling, the chassis number is deleted.
  • The owner of the car should watch over the scrapping procedure to ensure that no components are used for any illicit purposes. For the RTO procedure to de-register the car, save a picture of the demolished vehicle and the chassis number taken from the vehicle.

RTO Rules: Deregistration Of Vehicle

  • Describe the vehicle’s scrapping and the cause for it in writing to the authorized RTO. Turn over the vehicle’s original registration certificate (RC) and the chassis number is taken from it at the time of destruction. Both will be retained by the RTO as records.
  • Submit a request for deregistration together with an affidavit stating that the vehicle is free of any outstanding debts, including loans, insurance claims, and legal matters. Also, the document should attest that the car has not been used in any theft or unlawful behavior.
  • The RTO will cross-reference its database with the vehicle’s records and all supporting documentation. The automobile is deregistered upon receipt of diligence reports from the National Criminal Records Bureau and traffic police.
